Oil present on the surface of a road reduces the amount of friction that the tires of a motorcycle have with the pavement. Without an adequate amount of friction, the balance of the motorcycle becomes much more difficult to maintain.
Due to the oily surface, the friction between the wheels and road decreases which loose control of the rider. The real danger of the oil is that if the rider manages to make it through the oil patch, the oil will stick to the tires and reduce the amount of grip available to the rider significantly.
Oil makes surface greasy and slippery which cause low friction and less road grip due to which its bit harsh to drive over oily roads.
Oily road....
Depends on what you are driving and the condition of the road.

A bit. If you already know how to drive a car, then you know what the different road signs means, and the other rules of the road. That'll leave you "free" to concentrate on the motorcycle. If you don't know how to drive, you need to divide your attention between both the unfamiliar vehicle, and how to behave in traffic.
