Why is it illegal to remove a mattress tag?

It isn't. The "Do not remove under penalty of law" tag is only for the wholesalers and retailers. Once the mattress is privately owned, you can do anything you want to it. The tag tells the consumer legally stipulated information about materials used to manufacture the item. There was a bit of a problem with merchants removing the labels and then misrepresenting them to buyers, who then complained to the manufacturers. The legal warning is for them.
