The circulatory system moves oxygenated blood to the body's tissues and the returns the oxygen depleted blood to back to the lungs to become oxygenated once again. The respiratory system replenishes the air in the lung with air from the environment. If the air in the lung doesn't have oxygen at a high enough partial pressure then the body tissues will die from lack of oxygen.

It isn't a question of what systems 'needs' the other. Both are needed. A respiratory system as opposed to simple osmosis as occurs in single celled organisms is absolutely required. Larger organisms need both a way to bring oxygen into the body (a respiratory system) and a way of transporting oxygen within the organism (a circulatory system).

The circulation system provides the means for the substances inhaled and exhaled by the respiratory system to be transported around the body. When you breathe in the concentration of oxygen in your lungs increases. The molecules of oxygen then diffuse into the blood so that it can be transported around the body. The blood is constantly moving past the alveoli so as oxygen diffuses into the blood, this blood is replaced by more blood with a lower concentration of oxygen. This constant replacement provides a high concentration gradient so oxygen diffuses from the lungs into the blood at as high a rate as possible. This means the respiratory system is very efficient.

Because while the lungs are the place where gas exchange occurs (loss of CO2 and take up of O2) the generation and use of these two gases is in the body's cells. The circulatory system carries the gases between these cells and the lungs.

The respiratory system has many functions: The major function of the respiratory system is to oxygenate the blood and to remove carbon dioxide. The respiratory system is also integral in acid base balance of body. When the blood becomes acidotic the lungs will increase their rate of breathing so that more carbon dioxide will be blown off(and therefore acid will be lost). If the blood is alkalemic than the lungs will decrease their rate of breathing so that carbon dioxide builds up and the acid in the blood increase. The circulatory system within the respiratory system is also important in removing specific proteins from the blood such as serotonin, bradykinin, prostaglandin, etc... It is also activates a hormone (angiotensin II) that is crucial in blood pressure control. The respiratory system under disease states will also help remove ammonia, ketones, and other toxins. Oxygen and carbon dioxide exchange occurs in small sacs called alveoli in your lungs through diffusion. CO2 is pushed into your lungs from the blood while oxygen is forced from your lungs into capillaries surrounding the alveoli. The oxygen is then carried to your muscles and vital organs by the circulatory system.
