Mags is from District 4, is 80 years old, and was reaped for the 75th games because she won a game previously. Mags is really helpful to Katniss's group during the quarter quell. She is unable to talk or walk very well, but can make fishooks out of almost anything and discovers a majorly helpful edible nut. When not all of the members of the alliance are able to go on, she sacrifices herself to death.

Sorry sorry I'm sorry :) I guess I wasn't sure what you were asking. I'm still not sure I am... I'll do my best, though. You could say that Mags is a "feeler" character; she's not particulary important to plot development or the overlying story arc, however, she does help provide the human, likeable character that every book needs- for the reader to grow an attachment to (because she's so nice and sweet and cute). So, you grow attached to the character of Mags, invest in her, have feelings for her. Then when she dies it really does effect you emotionally. The purpose of deaths like this is to give you incentive to hate who your supposed to hate (in this case the capitol). That's why she's a feeler character.
Also, thinking about it a little more, Mags actually does contribute to the plot a little bit. Her death fuels the protagonists to go on with more determination and purpose than before. Her death is a necessary plot point to keep the story moving.
