It has something do with a bit of physics. see usually the perfume or deo is in compressed form in their containers at high pressures , so when they do come out to atmospheric pressures the perfume has to expand. In order to do this it has to push the air out of its way which consumes energy. This energy is taken the "body" heat of the perfume itself thus cooling it. its basically how refrigeration works

When a deodorant is sprayed on the body, the spirit or some similar solvent used in it evaporates very fast due to its low boiling point. In this process of evaporation, the deodorant needs latent heat of evaporation. As the deodorant is in direct touch with the skin, and the skin is generally warmer than the rest of the environment, most of the latent heat of evaporation is taken by the evaporating deodorant from the skin. The rate of absorption of heat by deodorant this way is significantly higher than the rate at which the body can replenish the heat lost by the skin. This reduce the skin temperature and makes it feel cool.

Perfume is based on alcohol or another liquid. The liquid evaporates, often quickly. When liquids evaporate, they remove heat from the surface they are evaporating from - in this case, from your skin. When you remove heat from your skin, you feel cold.

This is the same physical process that happens of you spray yourself with water on a hot day to cool off.

Thank God, I am retired now, but went through the the same thing for years. No amount of sweaters helped me. All they would do would be to make my torso sweat, while my hands remained cold. I finally started bringing a small ceramic heater to work and kept it on under my desk for as much of the day as needed. Just be careful you use a heater that is safe.
