Anything can burn, except for stars. Plastic is one of the easiest things in the world to burn. Though it does give off quite a smelly odor when burned. (though it's actually more pleasant smelling than the burning of rubber)

Plastic materials that have a burning extent of 22 mm/minute or less are classified as CC1 and combustible. Plastic materials that have a burning rate of

64 mm/minute or less are classified as CC2 so are non-combustible; but practically all the plastic materials, as organic materials, can be burned.

It sort of is. When it burns, the flame is blue, meaning it's a chemical reaction.

Plastics are polymers of organic compounds so contain carbon and hydrogen as the basic elements and all such compounds are flammable.

Some plastics will continue to burn once the flame is removed, others (known as self-extinguishing) will not. See UL 94 for Flammability Ratings of Plastic Materials.
