Assuming RAD stands for radiator . . . Chances are your thermostat is stuck closed. Replace it.
My blower would blow cold air at idle & engine would start to overheat, I replaced my thermostat & problem solved.
When the car is off. sounds like a short in the blower or short in the wires
at the beginning it will be cold, but it will warm up as you start driving
if its not blowing at all, your blower motor is bad. if its blowing but not cold, you probably just need a shot of coolant. tour blower motor is norm located under the dash on the passenger side, below the glove box.
your blower may be bad. your ac clutch may be bad
You will need to adjust the temp gauge from cold to warm. Its located right on the middle vent(where the air blows out).

possibilities include thermostat stuck open (temp gauge would be reading cold), low coolant level, blockage in heater core, or temp door in dash broken(very likely on this vehicle)

if its blowing, but not blowing cold its low on coolant. it takes r134a.
Could be either or, but also a switch, not to exclude wiring or connections.
You don't say the reason for the blower motor replacement. Did it not blow ? If that be the case, and you do have a new blower, check for 12 volts to blower. Could also Abe a malfunctioning blower module. Now if its blowing COLD air, well , replacing the blower moter wont make it blow warm. There could be numerous causes of that problem
Check blower motor fuse Blower motor resistor pack? Fan switch? Selector switch? ---- Is the Blower Motor Working? I'm not sure if the question is that the blower motor is working and "no air is blowing thru the vents'! If the blower is working and no air is blowing thru the vents then you could have a broken Recirculation Door. That is another common heating problem with the 99/04 Jeep GC. The recirc door brakes and falls down blocking the blower which will reduce or block the air flow completely. Normally the dashboard would have to be removed to replace the broken recirculation door. there are a few things to check for. your filters and coils to see if they are dirty. check your pressures to see if you are low on refrigerant. and also your blower motor.
evoperator coil gets cold at bottom but not at top
The blower is common to hot and cold air. If it is only cold air that is a problem, then the problem is not the blower motor. The blower motor is actually in the engine compartment, passenger side at the firewall.
If the AC was working well yesterday and blowing cold, however, today their is no air being released, the AC could have been too high for two long. The AC tends to freeze up and has to be turned off for a while until thawed. If the blower motor and resistor needed replacement they may have officially blown and need replacement in order to work at all.
You will need to remove your oil pressure sending unit and install a mechanical gauge to get a true reading. You need to start out cold and write down the pressure reading and also once it warms up to operating temperature. If the pressure gauge is not the same as the mechanical one you have a bad pressure switch.

"Blowing hot and cold" means that sometimes he seems to like you ("hot") and sometimes he doesn't ("cold") - they refer to the emotions.
If by quit working you mean quit blowing, the things to troubleshoot are the blower motor, the blower motor resistor switch, or the blower motor speed selector switch. If by quit working you mean it only blows cold or warm air, the thermostat is probably stuck in the open position.
Ask this question again. Is the question no blowing or blowing cold?
Freon may need to be added when the ac is not blowing cold enough. A Freon gauge can tell you for sure if the pressure is low.
