I'm only 13 so correct me if I'm wrong , but I think the reason that Lois Lowry called the book " The Giver" is because the old man who has all of the memories gives them to Jonas, making him the giver. The giver is an important character who teaches Jonas many things about life and gives him a lot of wisdom other than what is passed on though memories. He also helps Jonas escape with Gabe. all in all, my theory is that the author chose this title because of the significance this character has in the main character's (Jonas's) life.

because the person who gives Jonas the memories used to be the receiver of memory but since Jonas is the new receiver of memory, the old receiver of memory calls himself the giver because he GIVES the memories
