Check the fuse.
There are 2 fuse panels located on the 06 liberty, One under the hood and another on the drivers side of the dashboard, you will notice a long slender panel when you open the drivers door with a notch on the bottom of it, once you pop that panel out you will see the fuses, Fuse number 16 which should have a yellow 20 amp fuse in it is for the rear power outlet.

Block heaters work the same as the heater element in an electric kettle . The power comes from an electric outlet in your home etc. so there is no fuse on the vehicle for the block heater . The most common problem is a break in the block heater cord wiring just near the male end that you plug in to the electric outlet
