Those are your taste buds. The sweet taste buds are at the tips and are stronger than the others like, sour or bitter. The tip of my tongue is red and has bumps on it too, like everybody for this reason.

"Lie Bumps" are small, red bumps on the base of the tongue. The are likely to be the result of transient lingual papillitis (TLP). The name, lie bumps, arose from superstitions that they were the result of someone telling lies.
