If you have a leak, you need to find the source and repair. Most fluid leaks from hydraulic Power Steering systems come from one of two hoses, called the pressure hose and the return hose. You can find these hoses by looking at the steering rack. If these are leaking, buy replacements.

If on the other hand you're asking why power steering uses fluid at all, it's because hydraulic power steering is - well - hydraulic. Usually, a belt driven by the engine drives a mechanical pump which forces the fluid through a hose (the pressure hose) into the rack. Moving the steering wheel of the car affects how much fluid goes into each side. Fluid then returns to the pump along the return hose.

As well as pushing the steering were you point it, the fluid lubricates the moving parts in the rack.
