Originally the earth had only a small amount of oxygen and abundant carbon dioxide. Primordial green algae first evolved to take advantage of this carbon dioxide and produced the oxygen as a by product. Over billions and billions of years, and as additional plant species evolved, the atmosphere was transformed into the oxygen rich environment we have today.

Theres a bit of oxygen here and there in the solar system, most is locked into solids in molecular form, but earth has an abundance of it in it's atmosphere also. The earth is massive enough to prevent it from escaping into space, mars and Mercury are too small and not massive enough to retain it in the atmosphere (though mars does retain oxygen in the form of a carbon dioxide atmosphere). The earth is also unique in that is has had plant life for millions of years, which has generated an oxygen rich atmosphere.

Elemental oxygen is present on other planets, but only in trace amounts. Oxygen is a highly reactive element and is not very stable in most environments, nor is it easily produced. Earth's oxygen is the product of photosynthesis, a process by which plants and algae use the energy of sunlight to turn water and carbon dioxide into sugar and oxygen. Since no known planet other than earth harbors life, none have notable amounts of atmospheric oxygen.

To have oxygen you must have trees and plants that take in carbon dioxide and release oxygen. The soil and atmosphere on other plants currently does not support plant life. So therefore, the other planets do not have oxygen.

Earth wasn't made with oxygen. The oxygen comes from living things like plants.

That just leaves the question of why only Earth seems to have life!

Other planets do have oxygen. Mars gets it's reddish color from the oxygen in its rocks and soil. Its Iron Oxide which is rust. It would be possible to excavate oxygen from Mar's soil.
