Several reasons. One, New York City is basically surrounded by water. The Hudson gives off huge amounts of humidity that the sun traps and starts to pull up in evaporation. Because of the smog (that foggy haze caused by polution), however, not all of the humidity is able to leave and remains in the air. The pollution, as well, contributes to the overall humidity. It acts like the plastic walls and lining of a greenhouse and lets the heat in, not out. The smog itself is also often mistaken as humidity. If you're driving in from the bridge, you might see a haze even on a sunny day. Some people mistake this as humidity, when it's really pollution.

Massapequa, New York reaches 100% relative humidity during the summertime. During the summer time in Massapequa, it is very, very hot. This causes the surrounding water (notice that Mass. is on an island, so it is surrounded by water) to heat up and rise, causing water vapor in the air.

Like I said to my neighbor yesterday on the elevator: "In New York City, it's always either too cold or too hot. It's never just right." It's cold in the winter and hot in the summer. The elusive time when it is 70 to 80 degrees and sunny, with low humidity, comes only twice a year, in May and September. Other than that, it's pretty much always either below 60 degrees or above 80 degrees in New York City, and very humid.
