I think this is to do with thew viscosity of the magma itself. Thin lava is very basalt rich, like that that flows out of Mauna Loa on Hawaii. The thick viscous lava that comes out of so-called composite cone volcanoes allows vast amounts of pressure to build up in order to expel the thick lava. This leads to violent eruptions, which naturally causes more damage and loss of life.

Highly viscous magma, being of its very nature able to flow well, will, when ejected from said volcano, move almost as fast as a flow of water would down the side of the volcano. This is obviously a danger to property (Really, so is less viscous magma) but a large volume of a highly viscous substance making its way down the presumably steep sides of a volcano can often outpace a running human, and it greatly narrows your margin for error while attempting to flee.
highly viscous lava explodes rather than flows and lots of times forms "bombs" that are often very deadly, these bombs are almost like thick, flaming frisbees that can be as big as a house and explode and set fire to things around it

Nothing can be done. It has an active volcano and the only thing is to monitor it. In 79AD when it buried Pompeii the people didn't realize they lived near a volcano.
