It is important to know the causes of problems in a vehicle. A surging idle can be cause by a bad o2 sensor, bad fuel pump, or a computer starting to go bad.

The IAC is located directly left of the air filter, on top of the throttle body, held down by 2 bolts.
From experience I'll tell you,,,Take it to the dealer and have it scanned! It can be anything from bad wire connectors or bad wires to one or more sensors out of range. Unless you're rich with a lot of idle time on your hands, get it to a FORD dealer.
All Ford vehicles cannot adjust idle nor timing wich is pre-set at the factory and the computer sets the idle and timing, vehicles after 1990 no longer can be adjusted.
