If its the newspaper you are reading in the morning, they are probably telling you to pay attention to them and not the paper. I had a cat who would not let you read the paper, would come up and plop right down on it and stare at you.

My cat will lay on the paper I am trying to read because she wants me to pay more attention to her and not the paper. If no one is reading it at the time it's because paper warms faster and is smoother to lie on.
I read in a textbook that they sit on paper because It helps them Feel their body heat.
