go to an auto wrecker and try swapping the guage to eliminate that as faulty, if the guage still does not work, then you will need to drop the gas tank and replace the fuel sending unit located on top of the gas tank.

Start by checking the fuse. The 1991 to 1994 Ford Explorers have a 15 amp fuse in location # 17 of the fuse panel for the fuel gauge. (according to my Haynes repair manual)
