Because Earth's atmosphere has a glare that inhibits the viewing of stars. When the sun hits the atmosphere, it glares. Kind of like when headlights shine through your window, and blur your vision.
The main reason you can't see the stars at night is light pollution. This is when light from street lights and cities creates a glare in the sky and blocks out the light. Another reason is clouds and humidity. Clouds and thin layers of mist can also block light.
There are lots of factors. If there is light cloud or mist you can see stars, but they won't be as clear. If there are bright lights in the area, like if you are in a town or city, it makes them harder to see. It is also the same if there is a bright moon. The more light there is around, the harder it is to see stars. Another factor is depending on the time of the year, there are different stars on view and some are brighter than others.
Some of that is a matter of luck; in addition to the known meteor "showers" that happen more-or-less on schedule, there are billions of assorted space rocks and pebbles floating around through the solar system.
Once in a while (like, about every week or so) one of these rocks happens to fall to Earth, blazing through the atmosphere. Your average "shooting star" is about the size of a grain of sand; bigger ones are the size of a grain of rice.
