Well, its most likely because there are more people in that state, its most likely that more people of that state will be a representatives than a state with low population. Example: California has more people in the state so it most likely has more representatives, Alaska has low population and, because of that, that state doesn't have many representatives.

It is a basic principle of democracy that everybody gets an equal vote. If all states had the same number of representatives regardless of the population of the state, that would mean that the vote of a person living in a state with a lower population would have more weight than the vote of a person living in a state with a higher population.

Of course, the Senate does give the same number of senators to each state, so this undemocratic situation does exist in Congress. But at least the House of Representatives is organized in a more democratic manner.
