I may know the answer if it is a full size Blazer. There is a ground wire for the socket that may be connected to an area that has rusted and no longer is grounded. Reconnect to a solid piece of metal for the light to work.
The hazard switch and the turn signal and brake lights are all incorparated, chances are the 3-1 switch is broke internally check all fuses
either your fuse is blown or the wiring is bad
check the multi function switch. I hava a 96 Chevy Monte Carlo and I had the same problem . I changed the multi function switch and the brakes lights now work. the rear brake lights run thru the switch on the turn signal circuit. try it and see.

The 2001 Chevy Blazer brake lights may not work and the third bake stays on because the current light needs to be replaced. A replacement brake light can be purchased at an Auto Parts store like Pep Boys.
