Hi, I had this problem on a 2000 Alero. Had to disconnect the battery to shut it up. G.M. replaced the horn relay to aleviate the problem. Duke
The horn is located below the passenger head light.
This may or may not help. I had to change the horn on a 2003 Alero, I found it behind the passenger side headlight. The headlight easily poped out after lifting two clips. The horn was in two pieces, a high tone horn and a low tone horn and was very easily replaced. Good Luck!

you can remove the horn relay in the fuse box.
it may be the airbag module. on the 2003, the module is located under the passenger seat. im not sure where it is on other years
