The cam inside the steering column is broken. The cam is made of hard plastic and it allows the turn signal handle to stay in position. Otherwise you end up doing what you're doing - having to hold it. To replace, you have to remove the steering wheel. You can get the cam (plastic part only) from a parts store. From the dealer, the plastic part doesn't come by itself (it only comes with the wiring).

When sitting in the drivers seat, it is located on the back of the insturment panel on the left side of the steering wheel. if you put your head down there next to the break pedal, you should be able to look up under the dash and see it. There is another flasher more towards the center of the truck, that one is for the emergency flashers.
