Milk does not dissolve into water because some of the particles are still floating around the object that you have put it in.But it’s my prediction and I believe that it can’t even thought maybe some of it may but it is not fully dissolved.

Well, real milk does not; the fat floats to the top, etc, however, processed milk will dilute in water because among other harmful processes it has been "homogenized," suspending the fat in the milk.
