The answer must include that before skyscrapers, men built what at the time were considered "very tall" buildings between 4 and 10 floors high. They put elevators into these smaller "very tall" buildings. When skyscrapers came later, the concept of elevators simply went along with the concept of extremely tall buildings that tried to reach the sky. So, technically, elevators came before skyscrapers, in numerous small and large towns with what was then "very tall" buildings that were only a fraction of the size of skyscrapers.
Assuming the gene/allele for a tall plant is dominant and short is recessive this is an impossibility. As in order for both parent plants to be short both chromosomes must contain the t (allele for short) and so the T (allele for tall) cannot be present and will not be passed on to the offspring and it cannot be tall.
When a project is originally designed, the designer must decide whether a natural draft or mechanical draft tower offers the best economic result. Often times, plants do not have enough "real estate" to fit such a large structure. One must do an economic analysis to establish which option is the best choice, economically. They are also simpler, not having any moving parts
