If they're riding the bicycle, particulary in traffic - yes. Taking the hands off the bars while riding is as bad as taking the hands off the steering wheel while driving a car.
Well its not impossible, but it is against the law. Not in the UK. You must get a 'hands-free' device if you want to call people whilst driving in the UK. i.e it's possible, but illegal.

No one should use cell phones while driving. Cell phone use while driving has been shown to cause as many accidents as drunk driving, even when hands-free devices are used. Texting while driving is even worse.
