Because resistor is not required to operating voltage.naturally resistive material like carbon is restrict of voltages.Active components means its requiered to operating voltage or Vcc or Vdd example transistor and fet etc..

Because in it's initial design it cause a certain amount of resistance that won't change unlike a relay for instance. A relay actually has an action that changes what it will accomplish. A switch would be another example of an active component. But the poor little resistor just sits there doing the same thing over and over.

All are considered passive because they cannot amplify a signal.

Of the three, the resistor is the passive component. Both the capacitor and inductor are reactive components. Capacitors store energy through electrostatics. Inductors store energy through electromagnets. Voltage lags current by 90 degrees in a capacitive circuit. Current lags voltage by 90 degrees in an inductive circuit.
