Because having a disease is not a chosen path and is not something an individual can overcome without help. You wouldn't lock someone Il for having cancer or being depressed would you? Yet if u suffer from the disease of addiction/Alcoholism u can be put in jail for failing a drug test, even if the reason for probation is completely unrelated to addiction.
