The marker lights and brake lights run on two different circuits, and usually light up two different filaments on the bulb. If both tail lights are out, either a fuse is blown, a wire is compromised, or both marker light filaments on the bulbs are broken.
There are two filaments in a stop/tail bulb. If one burns out it is possible for the other to still function. The bulb will still need to be replaced.

You could have a bad wire going to the socket. You can test the connection with a voltmeter. If you are unsure of where to connect the voltmeter try it on the good side first when someone is applying the brakes to see how to connect the meter. The taillight bulb has two filaments One is used for the normal tail light and the other filament is used when you step on the brake. When you step on the break both filaments are on at the same time to give the extra brightness. Take the bulb out and check the continuity of both filaments to make sure that they not burned out.
By the nature of the question I assume that you are referring to the tail lights and brake lights. My Explorer has four bulbs. Tail, brake turn and backup. They are all in separate compartments of the light assembly. So it could be that you have just burned out one bulb. If you are referring to the upper brake light in the rear window or at the top of the tailgate, same thing. One or more bulbs are burned out. I see people driving all the time with both lower lights burned out and the top working or visa versa.
Tail lights-- You have to unscrew the three bolts inside the hatch, pull the tail light toward you, then turn the bulb at the top. Third brake light-- You have to take (4) screws out of the plastic trim around the top of the hatch inside. Then remove the plastic trim and turn whichever bulb is burnt out and replace it.
I have had a broken filament in a brake light bulb do the same thing. they cross touch and allow power to cross into the other circuit. replace all brake bulbs. If condition still there also check the front turn signal bulbs. They all share the same circuit.. I would check the ground wire first just in case that is the problem. If not, get back to me with additional information.

You can access the rear brake light from the cargo compartment. Remove the brake light connector. Take hold of the light bulb, push in and turn at the same time, to remove. Reverse the process to install the new brake light bulb.
