Why the water is blue?

The Water Reflects Off The Sky.

Actually, because visible light is composed of all colors the ocean water breaks the light into it's different components (think of a prism) and the blue wavelength is the most penetrating (red is the first color to be lost) it reflects back into the eyes and you see blue. The same reason the sky is blue is because of the water moisture in the atmosphere
