In order to gain its Independence Belgium had to promise to stay neutral in the world economy and in wars, this was decided by the Grand Alliance in 1831, but after WW1 a lot had happened and they couldn't stay neutral anymore.

The country had to stay independent, but its people fought back against the oppressor, like the resistance.

Belgium had been one of the major battlefields of WW 1 during the whole four years of that war with all the thousands of Belgians dead and hundreds of thousands displaced that came with it. Understandably, the Belgians did not want to have that experience repeated - all the more so as the threat of a WW 2 came ever closer during and after 1936.
It did not help them though; despite its declared neutrality Belgium was overrun by the Germans in 1940 and kept occupied until the end of 1944.

Belgium had every reason to fear that an eventual continuation of that war would again put them in the heart of the tornado, so to speak - as it did, a few years later. It hoped to avert that fate by declaring itself neutral at an early stage. Excellent response! By the year 1936, 3 years before the outbreak of WW2, Belgium recognized that the German military build up was a danger to them. Since 1930, under the Wiemar Republic, Germany had begun to re- arm itself. Under the control of Hitler, this build up continued. Thus Belgium being aware of this declared in 1936, its neutrality.
