Some say he was, some say he wasn't. He was held prisoner with his father (Louis XVI), mother (Marie Antoinette) and sister (Marie Therese) at the Temple prison. After his parents were killed, he was under the care of monsieur Antoine Simon, who abused him horribly. He is said to have died of tuberculosis, but is is also very well possible that he died as a result of the abusive situation he was in.
Louis XVII was imprisioned for several reasons. The first reasons were his parents "crimes against France" which were basically because they were rich while everybody else starved. The second was because of an excape attempt made while the family were impriosed. After the executions of Marie Antionette and Louis XVI their children were still considered wolf cubs by people in France and there were people who wanted them to die too.

The Revolutionaries didn't want that to happen. So in order to prevent the Royal family from gaining power, they isolated Louis XVII in a cell and abused him and forced him to forget he was royal and that he was going to br the next king of France. He was forced to speak against his own mother and father. If he prayed or wept for of his own parents, he would be beaten to death or taunted.

Depends on your point of view. France became a Republic until 1814, so - nobody. But for Royalists, the Dauphin (eldest son of the King) immediately became Louis XVII until he died. This is why, when the monarchy was restored in 1814, the new King (brother of Louis XVI) was called Louis XVIII.
