It was financially bankrupt. That debt was not entirely his fault and he had inherited a large National debt. The tax code in use by France at the time excluded the taxation of the nobles and the clergy, both groups of which had become extremely wealthy.

Bcause he assumed power at a time when the french society had reached an advanced state of decay.state faced enoumous debts and he promoted the hated practise of lettres de cachet that was hated the most.and he was weak at personality and a characterised he was dominated by a strong willed foreign-born wife
