The US Navy in the Pacific was under orders to enter Manila Harbor upon learning of the outbreak of war between Spain and the US and to attack the Spanish fleet.

When Spain declared war on the US, the US Navy destroyed the Spanish fleet at Manila and began to assist the Philippine rebels around Manila.

As a result, the Philippines became involved in the Spanish-American War.

After the U.S. defeated Spain, one of the US requirements was that Spain sell the Philippines to the US.

Then the Philippines became involved in the Philippine-American War.

The US had built up considerable business interests in the Philippines, even during Spanish rule. After the Spanish-American war the country was ceded to the USA by Spain against payment of $ 20 million; not really a bad deal for Spain since it was already losing control over the islands. Another factor for the USA was that all the great nations of the era were at that time establishing colonies all over the globe. The USA was against colonizing other countries as a matter of principle, but it did on the other hand not want to be totally left out while others were building empires.

So because of this non-colonizing policy the colonization was disguised as a friendship/guidance/development treaty. US president McKinley underscored this by issuing a "Benevolent Assimilation Proclamation", but at the same time he sent in the troops to take control of the islands.

Spain and the US were at War. Spain had a major Naval Fleet in Manila Bay that could disrupt operation in the Caribbean. Destroy the Spanish Fleet in place and Naval victory became assured. The whole war was in your grasp. When the Spanish Caribbean Fleet came out of port to fight, the US Atlantic Fleet would be there to meet it.

During the Spanish-American War, the US attacked Spanish forces in the Philippines, and elsewhere, because the US and Spain were at war.

The US Navy attacked the Spanish fleet in manila Bay because Assistant Secretary of the Navey Theodore Roosevelt had orderd the fleet to do that as soon as they learned of the outbreak of war with Spain.
