Technically, there is no federal holiday known as President's Day. In 1879 George Washington's birthday became a Federal holiday. It became increasingly referred to as Presidents' Day in the 1970s and 80s in an attempt to rename the holiday in conjunction with a Federal bill that changed all Federal holidays to Mondays (Veteran's Day was later changed back to Nov. 11th). That is why the holiday is celebrated on the third Monday in February, but the attempt in congress to rename the holiday was not successful.
President's day is officially called Washington's birthday because it originally celebrated the birthday of George Washington. Washington's birthday became a holiday in 1879 and the official name of the holiday was never changed on a federal level, though approximately twelve states have voted to change the name.
In 1968 the Uniform Monday Holiday bill was passed to move the celebration of Washington's Birthday to the 3rd Monday in February. Since the date is now moveable and no longer falls on Washington's birthday, it was renamed Presidents' Day although officially it is still "Washington's Birthday."
Several federal holidays were affected by this legislation which was an attempt to make the federal holiday schedule simpler and increase business Among them was dropping the celebration of Lincoln's birthday on a federal level. Lincoln's birthday is still a state holiday in Illinois, Connecticut, Missouri, New York and New Jersey.
As a federal holiday, it actually isn't a holiday. It is a state holiday in some states. There was an attempt to make it a federal holiday back in 1968, but that effort failed in Congress and the actual holiday remains Washington's Birthday.
As a popular holiday it is largely the creation of retail stores as a way to have have a prolonged sale.
Presidents' Day is still officially George Washington's birthday. Washington. of course, is a founding father, the first president, and an international figure as a liberator. His birthday has been a holiday, February 22, for over 200 years. However, Lincoln's birthday, Feb. 12, not widely celebrated in the South for obvious reasons, was a state holiday in many states . When it was decided to move most holidays to up to Monday, Washington's birthday and Lincoln's birthday were more less merged into one and advertisers started calling it President's Day for their sales.
