They believed Soviet Russia was planning an attack. It was considered a severe threat to our nation seeing as the only major city the missiles could not attack was Seattle. Also, if not an attack, a point of leverage in future US-Soviet Union negotiations.

The Cuban Missile Crisis came about when the US discovered that the USSR had been sending medium range missiles and USSR technicians to Cuba. US President Kennedy demanded that the missiles be withdrawn. Nikita Khrushchev and Kennedy had to negotiate the removal of the missiles and the US Navy had turned back a number of Soviet ships headed to Cuba because the missiles could be seen on the decks of the Soviet ships. Khrushchev and Kennedy worked out an agreement to have the missiles withdrawn. This caused the Peoples Republic of China to claim that the USSR was "weak".

The US did not help Cuba during the missile crisis. Cuba allowed the USSR place missiles in Cuba, Kennedy basically gave Cuba an ultimatum to remove them or else.
