because it changed how and when we connect to others, allowing constant communication
Actually it was well before the smartphone. Cell phones have always been considered disruptive in theaters, meetings, doctor's offices, etc. They can also be considered intrusive as they allow people to call you at times when it is not convenient or even dangerous for you to answer the phone.
The internet has been a disruptive technology for the arts and media reshaping industries while introducing new ways to organize production and distribution the internet influence in the cultural industries depends first, on the extent to which digital substitutes for analog experience are likely to satisfy consumers.
science
LIDAR technology was developed in the 1960's. It combined the laser and radar technology to calculate distance. It was first used in meteorology to measure clouds.
Technology is defined by how people use scientific knowledge, and not only does scientific knowledge constantly change, but the way we use it is also constantly changing. Emerging technologies refers to a new technology or technological innovations. The problem is that what can be considered new and how fast will it become obsolete? Our world is changing so fast, that current technology will be obsolete in just a few months, or maybe a year from now. Because new technologies become old too fast, it is very difficult to identify them before they are no longer an innovation. Only those technologies that become mainstream can be clearly identified as emerging technologies, e.g. the iPhone was considered an emerging technology in 2007 and even though the first iPhone is obsolete now, it became mainstream technology.

Technology differs from time to time and place to place. The first hammer can be considered technology. When an ape uses a stick to get ants from an ant hill that can be considered technology. The use of the sail, the compass, and the wheel were all technology and new in their time. As you can see there is no answer to this because man has developed what he needed from thousands of years ago before there was writing and recording of events.
