The Soviet Union under Joseph Stalin was considered to be Totalitarian because of the oppressive conditions the citizens of Russia had to live in. Stalin controlled everything in the Soviet Union. He had control over every aspect of public and private life. Command economy made it possible for the government to control all economic decisions.
