It is not clear what you mean. If you refer to the ancient Roman emipre, it never stopped being the Capital. When Diocletian made Nicodemia and Milan the capitals of the empire, Rome remained the nominal capital and was given an urban prefecture, therefore making it independent for the prefecture of Italy and Africa headed from Milan.
Nicodemia and Milan were made capitals in 286 . The former was replaced by Constantinople in 330, the latter by Ravenna in 402.

∙ 10y agoConstantine the Great moved the imperial capital of the eastern part of the Roman Empire from Nicomedia (in northwestern Turkey) to the nearby Byzantium, which he redeveloped, renamed Constantinople (city of Constantine) and inaugurated in 330. Milan remained the imperial capital of the western part of the Roman Empire.

∙ 10y agoIn 286 the emperor Diocletian created a co-em,emperorship with himself in charge of the eastern part of the Roman Empire and Maximian in charge of the western part to strengthen control over the empire because he realised that at that time one man could not rule the empire on his own. He also established Nicomedia (in northwestern turkey) as the imperial capital of the eastern part and Milan (in northern Italy) as the imperial capital of the western part. Both cities were closer to the frontiers of the empire which needed to be defended from invasions. Rome became the nominal capital of the empire. In 330 Constantine the Great moved the capital of the eastern part of the empire to the nearby Constantinople. In 406 the capital of the western part was moved to Ravenna (also in Italy)
