Because he had introduced a land reform law which clashed with the interests of the landowning patricians and because he allocated an inheritance from the king of Pergamus (in present day Turkey) to fund his reform. The senate was responsible for the treasury and for overseas affairs.This act was seen as an attack on senatorial prerogatives and as unconstitutional. Tiberius was seen as a subversive who stood against the patricians and who was liable to incite the poor.
