The wires to the ignition switch are broken. Ignition switch should be replaced or VATS system can be by-passed.Check with car alarm installers. The chip that is your Buick Riveria 1995 key have you ever just cleaned it, because sometimes dirt or length may cause it not to start. That may not solve your problem but the key the chip should be cleaned periodically, this is just a jestor.
