The annual "hole" in the ozone layer we see at the poles during the end of the winter months is due to a lack of sunlight reacting with the available oxygen. Once the sunlight returns the hole quickly disappears and the ozone levels in teh upper atmosphere return to normal.

Ozone is constantly being reformed by UV-C from the Sun (and broken down by UV-B from the Sun, and contaminants). So the ozone layer will come to "full strength" when the extra Man-made contaminants have been removed.

And there will still be an ozone hole at the pole that is experiencing later winter / early spring.

The ozone layer heals itself fairly quickly after the sun returns to the area each year. The "hole" itself is only present for a short period of time at the end of each winter due to a lack of sunlight to react with oxygen. Wherever there is sunlight and oxygen, we will always have ozone.

Although CFCs are no longer manufactured for industrial use, large quantities of the gas remain in refrigerators and air conditioning units. Even as regulations require that the gas be captured from discarded units, there will always be leakages, as well as those who choose to maximise profits by simply letting the gas escape.

Even after there is no longer any release of CFC gases, they will continue to be present in the atmosphere until such time as they are absorbed by natural processes. Until this happens, there will continue to be some depletion of the earth's ozone layer. Fortunately atmospheric CFC levels have fallen, and the ozone layer is at least beginning to recover.

The ozone layer is not small. The large concentration of ozone is destroyed by ozone hole. It will thus take time to heal.
