The reason someone won't take your blue feather is because they don't like you enough yet. Sometimes you need to give them more presents, also their hearts must be big and red, sometimes you need to upgrade you house a few times, it all depends on the person.Or your version of Harvest Moon .

Buy the Big Bed from the Bazaar
See all four of his Heart Events
Have a Red Heart with him
Be in year two or later
