Check voltage AT THE STARTER SOLENOID. If there is a good connection at the LARGE connector to the starter solenoid, next check the voltage from the keyswitch to the small wire on the starter solenoid. That's the cylindrical thing attached to the starter. If you have voltage to the small solenoid wire when someone engages the starter at the keyswitch, AND you have a good connection directly from the battery to the Solenoid AND the battery is fully charged and the starter still doesn't engage; you need a starter. On the other hand, if you're not getting voltage to that small wire it could be that you have a problem with the neutral safety switch. Try messing with the shift lever while you hold the keyswitch to the start position. If the starter briefly engages when you do that, it's the safety switch. On the other hand, it could STILL be the safety switch.

Maybe you have a problem with your car's battery. If your battery's dead, your interior lights and radio wont turn on. So if you wait for a while and your radio wont turn on, then probably the problem is with the battery. If it is, than you should check the your battery fluid. If its not the battery, maybe there is something wrong with your starter motor.

Well the first question coming to mind, is that of a dead battery. Unless all of the wiring and fuses in the vehicle are damaged. Assuming not, then likely a fuse or fusible link has failed between battery and fuse box. What I would do to check this, is get a test light with a probe, and start by first checking the battery posts, and then to the fuse box, to see if there is good fuses. You will find the ones that are always alive, and others that are in a section that work with the ignition on only. And of course pull both battery terminals off and assure that they are clean, and while you have them off, coat each lightly with petroleum jelly before re-installing and assure they are tight. If corroded a solution of mild warm water and baking soda will remove any white corrosion and also a wire brush to clean away any remaining dirt or contamination etc. The wiring to the key switch is next to check, which goes up the steering column. They are heavy wires, pink, yellow, red, brown etc, 2 of them will always have voltage, 2 will have voltage when the ignition is on, and a third will have voltage both when ignition is on, and in acc position providing GM put in a keyswitch that has the ACC position active, which is the key turned counterclockwise from the lock position. Beyond this, you may have a bad keyswitch which I would then suggest taking it to a mechanic, as it is involving removing the steering wheel using a puller and then gaining access to the keyswitch and lock, which is very involved. You can also cause more damage than good if you don't know what your doing, and also you will be working with and around the airbag system which could explode if your not familiar with how that works.
