You have a vaccume leak
I am not a corvette mechanic, but I call BS on vacuum diagnostic switch.
There is a vacuum line attached to the back of the headlight switch on the dash. When you pull the switch out to turn on the lights this allows vacuum to open the light doors through rubber vacuum lines. When you turn the lights off this cuts the vacuum to the lights and a spring opperates the doors and closes them.

Rarely is due to switch failure, this system uses vaccum to raise the lights, Trace these lines(very easy) from the vaccum pods near the headlights themselves, back to the source, if no leaks are found, make sure you have vaccum at the intake manifold, if you have vaccum at the manifold then test the switch itself. There is a vacuum cutout switch under the steering colum. it looks like an old style door lock knob, if it in the dowm position the lights will stay up.

The vacuum connection for a 1980 Corvette lock-up transmission is on the passenger side of the engine compartment. It is below the air conditioning unit.

The vacuum actuator is on the right side of the axle. The electrical switch is on the actuator. The vacuum switch is on the top of the transfer case.

The 2001 Chevy Blazer vacuum switch solenoid can be found on the firewall in the engine compartment. The vacuum switch solenoid will be on the passenger side of the firewall.
