you need to have your car checked to see if it is the if the speed senor on top of the transmission is bad . my cousin had the same problem and i scaned her car and that was the problem.

I think it;s called the shift solenoid in the transmission!
You need to have the transmission computer checked for trouble codes. When the computer detects a malfunction it sets a code and defaults to second gear.

Your 2000 stratus has a governer in it's engine computer that limits rpm in high gear, thus limiting top end speed if that's what you mean.

No it is a gear to gear timing system.
its computer controlled you cannot set timing on them the computer will either retard timing or advance it the only thing that you can do to mess with timing is move the belt a tooth on the cam gear
It is probably a linkage problem
Try to change the transmission filter, or check the shifting linkage.
