Why won't the 1998 Cutlass start even though the ignition switch is on with dash radio and headlights working also radio speakers has faint sound and there's a clicking sound?

Charge the Battery and have the Charging system checked. Hi , 1998 CUTLAS'S COME WITH A PASSLOCK 2 Security system that doesnt allow fuel to get to the injectors.This disables your vehicle.There may be aproblem with the chip in your key. Turn the vehicle to aux key position for approx. 10moniutes.This allows the computer to reset. Good luck!! \John Brissette
