A faulty thermostatic switch would prevent the fan switching on when the engine is hot. (Located in the side of the radiator on my 1991 Golf)
Check the fan's fuse in the fuse box. it may be a bad one.

They should be coded. On mine the relay is the green one under the hood.
i'm assuming you mean your computer processor fan. If so, replace it. It's dead!
ok so i drained all oil from pan, all bolts are off pan.pan is loose but wont come off
check see if its gitting power if it is then the motor is bad if no power check relay
i have one and if it wont start change the oil
check for power and ground at the fan plug, relay, and fuse
