Its the gear shift. It's not all the way in park. The car may not be moving, but its not locked in the park position. Check it out. I had the same exact problem
Put the key in the ignition and turn it to the on position. That should release your shifter.
You will fine it right on side of the starter on the front side of the motor

The heater core is locate under the center of the dashboard. To replace you'll have to remove the center consol. There is a retaining pin on the front on the Shift handle that allows the top of the shifter to be removed. The Hoses are located in the center of the firewall under the power steering assemble. Not extremely hard to do if you are patient. My 94 Achieva's original heater core had Plastic connecting tubes. Check to be sure your replacement is all metal. Note Always replace the hoses.

Check the neutral safety switch on the shifter. If you place the shifter into neutral or push the shifter harder into the park position, this may change the switch position to allow it to start. There is a recall on the grand Cherokees for this switch.AnswerIgnition switch or starter.

There is NOT an EGR valve on this engine.
Turn the ign. key to the first position, the position before the ign. lites come on. Move the shifter into neutral and then you will be able to start the car and drive it to your local garage to have it fixed.
