Potatoes, or the portion of the potato plant we eat, are actually roots. As such, they aren't exposed to sunlight, and since chloroplasts require sunlight to convert energy, it makes sense that the potato cell doesn't have any. The green shoots that go above ground for the potato plant do have chloroplast.

Potatoes are thickened stems, not roots, and they have buds (the eyes) which will eventually start to grow into a potato plant. So they have to contain chloroplasts in order to pass them on to the stems and leaves that grow from the potato.

Eave a potato in sunlight, and the dormant chloroplasts it contains will soon start making chlorophyll and turn the potato green
