certain gears might have teeth missing. Also try pushing the button a second time the sun roof on some cougars stop after they lift up and open the rest of the way with a second push

hopefully you have a sunroof. if you do you're in luck. just peel back the 'lip' of the ceiling right by the sunroof and slide your hand inside to secure the internal mount. then squeeze the two pieces together.
The most common problem with the 1999 to 2003 Mercury Cougar sunroof is the motion mechanism breaks away from the cable that pushes and pulls the sunroof open and closed. Google it to your own dismay. Did you check to see if there is a fuse for it? Try to locate an owners manual, they are usually marked what fuses are what or pull the cover off the fuse box(es) and sometimes they are written on the back of the cover what fuse is what. There may be several fuse boxes to locate, like under the dash by where you feet are, or out in the engine compartment.
Connect the sunroof motor with the sunroof motor retaining bolts. Connect the sunroof linkage. Connect the wiring harness to the back of the sunroof motor.

there are 2 screws located underneath the hanndle for the sunroof. take those out and the the handle should be released from the glass. lift the glass up to about a 70 to 80 degree angle and then you should be able to slide it back and out for removal. presto! your finished.

Yes this happened to me on my 1999 Cougar. On the roof above the rear view mirror is your intior light. Pop it out and disconect (from the plugs) Behind it you can see the motor that controls the sunroof. You will see a circular looking end that has a small Allen key in it's center. Match the Allen key and screww counterclockwise. This may take some effort as it is very hard to turn and the space is very limited (About 1/8 of a turn each time). This will slowly bring the sunroof back down. Its a real pain. I did mine in a snow storm in the dark at -10, LOL
i have a 54 model and it is behind the non opening sunroof, nearly as far back as it can go.
You remove the sunroof glass by doing it thru the inside...un-screw those torx bits...I forget what bit size it is...but its a torx. Right after you slide the cloth cover back, look up there and you'll see those screws. I think it's a T-26 torx...but it may not be.
